Your character's goal is to develop your own civilization. At the beginning of a career mode in Caesar IV we are given a small area to create a city, a few resources and goals, the achievement of which leads to the replenishment of materials and the discovery of new technologies. The ruler has several necessary criteria for the prosperous existence and maintenance of his people:

• Adequate food. Along with the rest of the parameters, this one is the most important;

• A banal need for happiness. It is achieved due to satiety and the correct political influence on opponents and the people;

• Maintaining market relations and a stable economy. Your province will develop in accordance with the increased sale of resources, the construction of new structures;

• Army and defense. The raids of barbarians in the lands of Rome are not new. To provide protection, you will have to recruit warriors and place them in garrisons.

The process of achieving harmony among your plebeians depends entirely on the buildings in the city. For example, if in one part of the city you installed a theater that was required by order, and in another people write “our governor is bad,” then, conventionally, it is necessary to build a theater in another part of the city. Such factors need to be monitored, because the productivity of the other part of the village may fall by half, and the respectability of your character will decrease in proportion to the stagnation.

The game has a system of achievements that add new principles of life to the townspeople. For example, the development of medicine leads to the improvement of hygiene rules. A large army needs correct taxation. Good living conditions must be in harmony with the number of jobs.
