By disrupting gangster negotiations, the cops scatter their attention on all participants in the shooter, but if the player is caught in a crime, only members of his clan will be persecuted. The American Don's family is not as meticulous in matters of selecting people as the Italian brotherhood - drivers, spies, soldiers and fighters are recruited right on the streets.
